Mr. Vandemoer said he felt pressure to raise money for capital costs such as new boats, which run $8,000 to $10,000 apiece.

“If I could take the development piece and get recruits at the same time that I thought were going to help my team, I thought that was a no-brainer,” he said. “Now, obviously, that was too good to be true, and I was misguided in all of that.”

Mr. Vandemoer said he saw himself as bringing in donations, not taking bribes.
