I looked at a few of the plea agreements and it seems the people who had more points got a 3 point reduction, the cut off seems to be those with 15 or fewer gross points got a 2 point reduction, those with 17 or more gross points got a 3 point reduction (so far no one with 16 gross points)
the section of the code cited is slightly different for those with 2 points (USSG §3E1.1(a)) vs those with 3 points (USSG §3E1.1(b)), although some of each (2 and 3 points) are less specific and just show USSG §3E1.1
so it appears that if you had more to apologize for get more credit for the apology......
