A quick reminder that getting the laces facing out is not just on the holder; if done properly, the snapper can make it so that the laces are facing down when the football arrives at the holder, which makes the holder's job much easier.

From what little I can derive from watching replays on TV, it seems that the holder is not attempting to rotate the ball to "fix" the issue. It may be that he is coached to assume the ball arrives with the laces down, and he just places it. I can see reasons for this, in that the extra time required to adjust the ball, small though it may be, increases the probability of a block, makes the timing of the kick more variable, and may lead to a fumble if not done right. So it may not be on the holder. It may be that if the ball doesn't arrive in correct orientation, the plan is to play it as it lies. Perhaps the kicker prefers predictable timing to known lace position. They don't appear to be trying to "fix" this, so the coaches must be OK with it.
