Possibly this is a per-team decision. Some teams/kickers may prefer that the holder maintain constant timing and just put the ball down. Rotating the ball while placing it introduces the non-zero chance of dropping it or slowing down the placement. Maybe some teams just decide not to do it, as the lesser of two evils.
