Does anyone have a link/remember the story of Arrillaga's absolute anathema for soccer in the stadium?  I vaguely remember a story about it being made deliberately too small for international soccer events.

And the other thing - the fans are not the most important stakeholders for DAPER.  Donors, sponsors, TV networks, and revenue streams all seem to outweigh the interests of spectators.
