If it were up to me, I'd do some version of the following:
-Rapid funding for deployment of ICU equipment, masks, etc. to all eligible treatment centers.
-0% interest bridge loans to eligible renters and/or landlords.
-Stimulus to businesses with under 20-50 employees to keep employees on payroll even if working reduced time or not at all.
-Tax breaks for companies of all sizes to invest in anything that enhances remote work.
-Suspend accumulation of interest on student loans until fall semester and advance first due date for graduating seniors at least 3-6 months.
-Allow tourist-reliant industries with heavy capital investment (cruise ships, airlines, etc.) to massively advance depreciation schedules for tax purposes, which will help to offset declining revenue. (Although unclear how much this matters after all the corporate tax cuts in 2017...).
-Enhanced loan forgiveness for <10-years-out medical and nursing grads who have capacity to work in intensive care and emergency care units. We will need all hands on deck over the next weeks and months.
-Enhance strategic reserve stockpiles of oil and gas to create artificial demand for AMERICAN oil and shale gas.
I'm sure there's much more but that's off the top of my head.
