Roughly 1/3 of the children in this country depend on free and reduced lunch for at least one of their meals per day, and those meals disappear when school is cancelled. My understanding is that the funding is to ensure that alternatives can be arranged so that those children are fed. Not about "help[ing] with the virus" but instead helping alleviate the effects of it. QED.
