According to the article linked below, the NSC's Directorate for Global Health Security and Biodefense was established under the Obama administration. It was led by Beth Cameron. Cameron describes her office's work in the linked article. That office was dissolved in 2018.

Yes, it was established under Obama, as I pointed out earlier. My understanding, and I could be mistaken, is that Ziemer had a staff with direct reports. Cameron, according to her own linkedin profile, "Led a matrixed team of independent, highly trained professionals". When Ziemer was removed by Bolton, his staff was reassigned to other agencies. Clearly, somebody was doing something regarding the matter.
