That's how it is here too. I've done a couple trips to the store to stock up on staples and it's not clear to me how many people are even aware that there's something happening. Multiple people got close to me for no good reason, it's bizarre. And traffic seems barely reduced, if it is at all.
There are no confirmed cases in Oakland, so maybe people are feeling a false sense of security? But there's just no way that Santa Clara is on fire, Berkeley has at least one case, and we're totally free. Maybe it has to do with the fact that Kaiser refuses to test anyone...
