Interesting comparison of data.  Lots of possible con founders. (Including things like availability of tests), but it generally seems like states that have been more aggressive have managed to bend the curve earlier. Compare, for example, California and New York.  CA had cases earlier but acted more aggressively and New York is the hotspot because Cuomo and DeBlasio dithered.

Given the lack of conforming that we've seen in pretty much every state that requested social distancing,  I'd think the major moves by the Kentucky governor started on the 11th (schools) to the 16th (restaurants/bars).  With those dates in mind and the typical 5-10 day waiting period for symptoms,  I'm not sure one can conclude that the disparity in numbers is a result of the difference in actions.
