This likely means not only LGA and JFK, but also EWR (technically New Jersey) and also PHL, all of which are part of this same broader, highly interconnected transit system.
There are a ton of reasons to complain about Cuomo and (especially) de Blasio, but the reason that NY/NJ/CT/PA have been trying to march in lockstep is because these states are so interconnected that you need to treat them together. And it's why Cuomo resisted a shelter in place order for NYC only, because of how interconnected it is to those other areas.
In this sense, NYC and surrounding environs is much similar to large European metropolises than it is to almost anywhere else in the United States. I would not at all be surprised if NYC remains the epicenter for longer than any other part of the country for that reason.
