Here's a good one; MIT has developed a cheap open-source ventilator:

Looking at the device, it looks like they take a bag valve mask (also known as ambubags), which are cheap and abundant at hospitals and are used to manually ventilate patients immediately before and after anesthesiologists insert the breathing tube, and adding a machine around it to automatically actuate the machine. You wouldn't want to be on that for a long time since since it likely doesn't have the sort of fine tune controls that a full ventilator has, but as a temporizing measure if you are completely out of ventilators, it's a great idea.
