CA was 47th in hospital beds per capita. It HAD to apply the brakes on the spread or we'd be in a world of pain. Fortunately, the Bay Area knew this & reacted as needed, and CA followed their lead. IMO, being in a bad place on Mar. 1 has put us in a good place on April 12.
