As for the testing, it is not all the same.  The testing I care most about at this point, is the ability to quickly test those with symptoms to find out if they have COVID19.

Even these tests may not be close to 0% false negative due to the sensitivity of the sampling method.  As has been mentioned before, deep nasal swabs may not be anywhere close to 100% (maybe not even 70%) sensitive...and that's done by trained healthcare workers.  If instead your average layperson is taking that sample, that percentage may drop even more.
