There is also the issue of modelling behavior.  The message that Pence sends to the American people is don't wear a mask if you don't want to.  Now, maybe (probably) he's tested frequently and is negative and no one is in danger due to his actions. But that may not be the case for your average American who might have seen Pence and concluded that face masks aren't necessary, thereby unknowingly transmitting the virus to someone who is susceptible, thereby triggering an outbreak or killing someone.
