I think the desensitization is a real problem. But I suspect that if an area relaxes too much, it will see NYC like spikes. Pretty difficult to truly allow for a slow burn without overshooting into a big spike. When your local hospital has bodies in the hallways, I suspect/hope that will break through the desensitization.
