I may have been a month off. Working from memory. This was when the meet packing plants first started making the news. The news reports had to do with investigation reports, not general guidance. Previously, they would write up inspections reports with clear directives. Then all of a sudden they switched to things to consider type language, nothing mandatory. The public guidance has been mealy mouthed for longer.
As to why they changed, that remains to be proven. Most likely, someone didn't like clear direction any more than they liked the CDC holding it's own briefings.
