More useless weak tea. Essentially no requirements. Everything is "suggested." Bosses can do whatever they want, pretty much, and justify it under this language.
My wife's job involves seeing people in small offices (where 6' of separation is impossible) for up to 90 minutes. A close reading of these documents would suggest that--maybe--she should have a cloth mask. But it wouldn't be required.
