The other factoids in the article shouldn't be ignored. Whatever is happening is happening to the younger population, which is good in so far as it goes in that the cases tend to be less serious.
This seems plausible but hard to measure and hard to disentangle from other factors that also likely contributed to people de-emphasizing social distancing. But yes, it certainly could be.
