I don't support the action.  However, one thing about an all online curriculum is that, apart from time zone differences, there is nothing that says that a student can't "attend" their University from wherever they happen to be from.  Whether they would want to is another matter, of course.  But particularly for prestigious universities where the greatest value comes from the degree, I could see foreign students continuing to enroll from home.

I guess that is true, but from my experience trying to work with Europe that way it is very difficult. If it is one meeting a week, it is possible. Doing even four hours a day would basically require you to live on the time zone that your university uses. While possible, it is certainly painful. It would be doubly difficult if you don't speak the language well and can't go ask anybody to help you out. The isolation would be extreme. I imagine some would try it though.
