No, states did not reopen to early; they reopened too quickly.  The harm to those businesses from reopening, and then having to re-close (or having people simply avoid them out of fear) outweighs the damage that would have happened had they slowed the pace of reopening.

Totally agree. Many jurisdictions moved ahead before they really knew what the results of the previous stage had been. That said, there were jurisdictions (LA County for example) that never did get their situation under control. Those jurisdictions should have opted-out until they were in at least a credible position to control the disease.
