I think you are exactly right. The vast majority of the population won't die from this infection, they know it, and that is the end of the story. What other effects that passing the disease on may have isn't their problem. They believe that if they get sick doing "normal" things, it isn't their fault and there is no moral stigma attached. Even people who are willing to exert some effort to avoid getting sick feel free to exempt themselves from these efforts occasionally when it is convenient.
