Harding is a tough course, from any tee. If you want an enjoyable day on a City course try Lincoln. No rough, plenty of scenery including the 17th hole that has a view better than any on the Monterey Peninsula, interesting holes (if short!) and did I say it's short?
If you want tough try Gleneagles in McLaren Park. Alister McKenzie nine holer with alternate tees on each hole to make an interesting 18. It's a bastard. Then there is the perfect par 27 nine in Golden Gate Park run by the First Tee. None of the Country Club BS and attitude.
And fee reasonable.
