I don't think any of the P5 conferences truly put player safety first, I think they are making business decisions and player safety is one of many factors.
Each of the Big12, ACC, and SEC could probably at least start the season. They could set up the schedule to minimize driving distances for the games and take their own buses instead of flying.
Do I think this is a good idea, no.
Do I think at least one of them try this, yes.
