I agree with your comment about Fauci. He does, of course, serve at the pleasure of the President, and while it would have been unpopular to have him fired, it would have been within the President's power and prerogative.
His actions are consistent with the President who claims "ultimate authority" but disavows "any responsibility at all". Firing Fauci would have meant taking responsibility. You see a similar pattern with his approach to Governors, shifting blame when things go South.
