I agree with looking at it that way. Unfortunately, even estimating the incremental risk is extremely difficult because there are so many things we do not know. That requires a "de-rating factor" for our risk estimate, and unfortunately that de-rating factor is pretty much a matter of personal risk tolerance. This makes consensus very elusive.
