At least that's how I look at it.I agree with looking at it that way. Unfortunately, even estimating the incremental risk is extremely difficult because there are so many things we do not know. That requires a "de-rating factor" for our risk estimate, and unfortunately that de-rating factor is pretty much a matter of personal risk tolerance. This makes consensus very elusive.
