Will any fans be allowed at the Rose Bowl?

Bet on no. 

Hard to imagine that on January 1 LA County will not be in the purple stage on the state's COVID chart, and even less likely LA County will be OK in just 60 days when tickets would need to be distributed.   The game would be a massive superspreader event with thousands of fans from at least two different US regions.

I could imagine a place where maybe the Rose Bowl gets to issue 10,000 tickets to each team, and limit attendance to those fans and perhaps a few thousand VIPs like we have seen in TX or FL.  For that to happen in CA I suspect that would require Gavin Newsom to believe that is medically practical AND politically required.    I think the Holiday Bowl committee just indicated that the combination of events required will just not happen for any CA bowl game.
