At this point, some % of the Trump supporters are closer to a cult than a rational political movement. Not sure what percentage of his base are unmovable. They literally would figure out some way to convince themselves if he shot someone on 5th Ave why his actions were justified. An example is a woman in Wisconsin whose father died of COVID-19, she got it (still can't taste), and a lot of her relatives got it -- but they are still totally onboard with Trump.

No public messaging will matter to these people. The only positive here is that these people will likely get infected early, and if immunity holds for at least six months, they will drop out of the spreaders at some point. Trump is an example himself. He got it, was cured with treatment nobody else can get, is likely not a spreader anymore, and happily preaches COVID-19 is no big deal. If disinformation itself is considered a virus, as long as the COVIDIOT virus doesn't spread as well, rational people who follow guidelines will be affected less by these people in future.
