I have to disagree with you there. The friends I have in Italy aren't shocked, they are livid. This all was sold to them as a "solution", it turns out not to be, and their economy, which wasn't robust to being with, is now going to take another big hit. They all have different theories on exactly which reopening actions were the culprits, but they are all sure the government is to blame, as well as "other people".
This is, unfortunately very true, and why it is very hard to hold the line indefinitely. Ultimately, if you see people who are not maintaining social distancing, it is hard to keep one's own adherence with restrictions up. It of course doesn't help that the President didn't follow social distancing guidelines.
