Apropos contact tracing (just piggybacking on your thread because I didn't want to open a new one)

To sum up, New Jersey only tried to reach 70% of cases (3% had no contact info, the rest I guess they didn't attempt to reach). 20% didn't take the call, so that leaves 50% of cases who they even managed to talk to. But 70% refused to provide contacts.
If you do the math, contact tracing was only done in 14% of positive cases.
