I remember hearing some rule about megaphones during volleyball. One year the Texas cheerleaders were using one in an extremely obnoxious manner, yelling at the Stanford player who was back to serve instead of at their fans in the crowd. The story I heard then was that it was legal for the cheerleaders to use a megaphone, but not ordinary fans. I don't remember hearing anything about coaches.

I didn't go get the current rules, but the 2019 NCAA rules for volleyball has
"19.2.6.1 Cheerleaders may use nonelectronic megaphones in a nondisruptive manner. Fans are permitted to use nonelectronic megaphones for voice amplification only."
(But that's volleyball, not basketball.)
