The remedies being sought by Republican states, that would exclude trans athletes or force them to compete against members of a gender they don't identify with, I think are abhorrent, certainly not in the best interest of the athlete. Is winning in HS sports really that important?

Help me understand, the abhorrent Republican remedies are not in the best interest of which athlete, the transgender or the cisgender athlete?

As to your question, when does winning become important? I think many, especially on a sports board, might disagree that winning isn't important, unless of course you're Bernard Muir.
