It does not apply to schools (any schools -- including the Universities). Apparently he is letting the Boards of the Universities to make the edict. But he clearly expects the Universities to follow suit.
The key is: he is allowing only exceptions for medical or religious reasons -- not any type of personal or philosophical reasons. So Rolovich is probably going to have to make a serious choice soon.
What's the basis for distinction between "philosophical" and "religious" reasons? Moral conviction could be based upon either. Does a dictate from a religious authority trump dictates of conscience?
Religious liberty is enshrined in the Bill of Rights and explicitly protected from discrimination in the Civil Rights Act. This is probably historical since members of a religious group could be targeted because of their religion. So far as I know, nobody is marching around with signs saying "Vegans will not replace us".
