Bill Freehan.  Holds the record for most All Star games without being elected to the Hall of Fame -- 11 times an All Star.  Top seven MVP votes three times.  Only led the league in hit-by-pitch three times, thrown out on stolen base attempts once and intentional base on balls once.

Freehan was only on the HOF ballot one year and received only two votes.  I suspect he may receive further consideration at some point by the Veterans Committee.  

Coincidentally Freehan died this morning, age 79; he suffered from Alzheimer's disease.
