If you string a bunch of "average" games together as a rookie QB, at some point that becomes pretty impressive.

Mills continues to mix good QB play with some poor decisions and mistakes. It probably grades out to an average performance today, but I think his confidence is growing.

I daresay that it's actually going to end up being a good year for Mills in his development. This is borderline miraculous, considering how the Texans are kind of a mess.
