Well, Tannehill was a two year starting quarterback in high school (who passed for over 5,200 yards his senior year in Texas 4A), started 20 games in college at a major program (about twice as many as Davis Mills or Kyler Murray, for example) and has started 133 NFL games at the position, so calling him a "college WR" at this point in his career is misleading even though it's technically accurate. I wouldn't consider him a "high level QB" - he is somewhere in the middle of the pack and has only been a Pro Bowler once in his career, but a number of teams vying for playoff spots are doing so without a high level QB, San Francisco for instance.
