Since that train has left the station I don't believe the remaining "stakeholders" have enough organization or consensus to get Congress to do anything. What the Universities want and what the Athletes want is ill defined, undoubtedly different, and a moving target. What ESPN wants unfortunately also matters. Add the conferences, the player agents, rich donors, faculty senates etc. and it is going to be difficult to get anything done. The issue needed to be "fixed" before it blew up. It wasn't, making fixing it by act of Congress unlikely IMHO.
