I think Barlow is considered something of a rules expert. Unfortunately she uses that expertise to make odd borderline calls that are technically defensible but go against the spirit of the rules.
The spirit of the foul rulesĀ (and I believe this is explicitly stated in at least some rule sets) is that a foul is something that gives an unfair advantage. Thus contact that gives no advantage (ticky-tack) should not be whistled as a foul.
