if it's not Covid related shouldn't it be a forfeit??

Apparently not.  The PAC-12 announcement only indicates a LACK of scholarship members available for a game in the requirements for a game to be a postponement.  I wouldn't be surprised if UCLA WBB worked hard to get that nuance (avoiding the mention of COVID).  Some players could be out due to dropping out of school or whatever.

• "The Pac-12 has established a minimum roster count with which a team is considered available to play a scheduled basketball game (“Minimum Roster”): at least seven (7) scholarship players and one (1) countable coach available to participate."
  

Likely, this announcement is not the formal document agreed on.  There's a hint of further consideration:

• "Otherwise, upon review and approval by the Commissioner, the game may be rescheduled at a mutually agreeable date or declared a no contest."
  

In a sense, I agree with it.  Why should it matter if a player is out with Covid or Mono or a sprained ankle or because of lack of academic credits or whatever?  OTOH, it is to the opponent team's benefit if the other team is given a pass for players with COVID, because their playing could harm the opponents.  That's not true for a sprained ankle.
