What if the NCAA said tomorrow that any record-breaking times from trans athletes would be provisionally categorized as they are this season until a full review of the season was complete, and that the option remained to move those times to a new trans category later? That's one policy idea I have. A review of the outdated hormonal standards is warranted as well, and a policy favoring pre-pubescent transitions could lead to a more level playing field (but more controversy in the culture war, I suppose).
And honestly, given the high level of training in women's sports these days, I still can't get over the fact that trans athletes will never have to go through menstruation, specifically shedding of the uterine lining -- seems like an enormous advantage right there. As far as level playing fields go...that's a big issue that I can't think past right now. Open to ideas.
