Eliminating the CBT ceiling and ending revenue sharing are non starters. It would kill about 20 teams. Yankees are worth 5 Billion plus. Marlins 900 million.  Too large a disparity. Both the tax and the sharing help create competition.  Which is good for everyone.  

The problem with revenue sharing is there are no guidelines.  Owners like Fisher simply put the money in their pocket because there is no incentive to improve their team.  

Indeed. The MLBPA right now has grievances in process against the Athletics, Pirates, Marlins and Rays for simply pocketing revenue sharing payments and continuing to operate with minimal payroll. The Athletics and Rays (especially) have managed to be competitive even with bottom tier payrolls but the overriding issue is that the CBT and revenue sharing has had the intended effect of suppressing salaries with no noticeable effect on competition. Baseball has had more parity than both the NFL and NBA despite those sports having salary caps and more extensive revenue sharing, while baseball parity/competitiveness hasn't materially changed with the implementation of its de facto salary cap and revenue sharing program.
