The Rays are the most extreme outlier, but the Royals, Guardians and Cardinals are all smaller market teams that have also reached the World Series in the last decade.
The MLBPA have already dropped all the demands that were non-starters and have focused on incremental gains, but owners have been fairly intransigent, essentially every PA proposal in one area has been met with a counterproposal requiring much greater concessions from the players in another area.
