I wonder if the NCAA might consider a rule that the percentage of athletes transferring into a team shall be no more than one plus twice the average number expected transfers based on total transfers into the school. That is, if a school has 10% of the 2023-2024 student-body (not counting freshmen) as transfers, then no team could have more than 20% of their non-freshmen being transfers, without asking for an exception.

- A team can't just "buy" transfers yearly, with a large portion of their team being one-and-gone. Imagine a team that has an all-senior team 4 years running. (A team still could have an all-grad team 4 years running.)
- If a coach leaves, he/she can't take the whole team with him/her and have them play at the new school. The team members can go to different schools, but not all to the same school.
- The school that had a problem (many athletes leaving) will have an issue filling the roster. An exception could be applied.
