Eta: doesn't the Communications department have a one-year master's degree? Or is that just the Co-Term?

MLA is specific to the Continuing Studies program.

Also, I checked and the admissions process for all Stanford's grad programs, including the MLA, for AY2022-23 has indeed ended.  Application process for the 2023-24 academic year will start in this coming September.
