Drafted 19th isn’t signed

I always want what is best for the player, especially a guy like Quinn who willingly turned into a swiss army knife which turned a struggling team into the No. 2 team in the country and Pac 12 champs. It seems like a proven, versatile, left handed arm would be more attractive than a 19th round selection. If he can come back and boost his stock I would be overjoyed. However, watching Alex Williams win Pac 12 pitcher of the year and not exactly skyrocket up the draft boards makes me wonder if their is a path to a higher selection for Quinn (obviously each player is a totally different case study so this comparison likely means nothing).
