Garoppolo is currently ranked #27 out of 32 quarterbacks, judging by QBR. Of course, Rodgers is #22, Cousins is #20, Davis Mills is #29.
By straight passer rating, Garoppolo is #14 out of QBs with at least 500 attempts. He's #6 in yards per attempt. He grades out, right now, as an average quarterback. But JG basically had no OTAs, no training camp, no time with the first team, and he was thrust into the second game of the season. He looked really, really rusty. Looked bad at Denver, and pretty good against LA.
I think after 2-3 more games, when he's had more time with the receivers and the backs and the line -- he'll do much better. I'm not going to judge him after three games, particularly after a Monday night win over the defending Super Bowl champs in which he had a 100+ passer rating.
