I can't find the source, and don't care enough to look, but I recall that Harbaugh said that Andrew didn't want the promotion because he didn't think that he had earned it yet.  Harbaugh clearly makes his own player decisions so maybe he agreed that Luck wasn't quite ready.  
Oliver Luck may or may not have had anything to do with it but I think it is highly unlikely that Harbaugh was basing his player decisions on their parent's wishes.
