I'd guess so, but all the reports on Garrett have stated there are other finalists besides himself and Taylor. So there may be other people. That said some of the recruiting moves lead me to believe someone's all-but-signed.

So perhaps Garrett's tweet was just to get out in front of the announcement?

Hope that's the case,  rather than a last second change of mind on a done deal.
