Stanford owns the IP, though often the professors/grad students will start a company to commercialize the invention and will license it from the school fairly cheaply. Example, Googles search algorithm was developed at Stanford by Larry Page and Sergei Brin and Stanford held the patent, which it licensed to Google, confounded by Brin and Page.
