Addressing your last question, my take is that since it is known that the Ivy League does not offer scholarships to graduate players, all graduating Ivy League players would need to go elsewhere if they want to continue playing (and have eligibility).

In addition, ivy League players are usually good students also so I suspect Tara tries to find out from ivy League coaches if any of their players are interested in Stanford as an option.

I don't take it as this is the only league Tara looks at, but it is known in advance who may be a transfer candidate. With all the other conferences, Tara needs to wait for the student athletes to put their names in the portal. You can't count on any of them transferring.
